Plan for the open-roof inspection stage

The important step is not simply getting a permit number. A reroof includes work that becomes hidden under the new covering. Gardner’s published mid-roof inspection gives that concealed work a stopping point, followed by a final inspection. This guide explains the city’s published rules and keeps nearby jurisdictions separate.

Roof permits in Gardner

Gardner’s Building and Inspections page expressly includes re-roofing among the home improvements requiring permits. The city also identifies a Johnson County contractor license requirement for hired contractors, with specific exceptions for other trades.

Confirm the property jurisdiction

Use the municipal location rather than assuming a Gardner mailing address controls. New Century and nearby Edgerton are separate jurisdiction questions.

Set the inspection sequence

The city’s residential roof handout calls for mid-roof and final inspections. Coordinate the stopping point with the city before covering work intended to be visible.

Keep the current project scope together

Structural work, roof-system changes and commercial work need their actual scope reviewed. A general reroof summary is not a ruling for every building.

Gardner’s published residential reroof requirements

Ordinance 2674 adopts the 2018 codes with local amendments. The ordinance and the city-linked roof handout should be read together, with the controlling ordinance taking precedence where wording differs.

Tear-off and eave protection

The local R908.3 amendment calls for removal of roof-covering layers to the deck and two courses of ice-and-water protection, with an exception for an existing adhered membrane. An overlay should not be presented as an interchangeable shortcut.

Covering and installation

The ordinance specifies manufacturer listing and warranty wind resistance of at least 115 mph for asphalt shingles. That is a product and installation requirement, not a promise that a completed roof cannot suffer wind damage. The handout separately instructs that no 3-tab shingles be used.

Mid-roof stage

The handout addresses sound plywood, ice-and-water protection, new felt or synthetic underlayment and open roof vents before covering. Confirm the actual inspection timing with Building and Inspections so the relevant work remains available to inspect.

Gardner roof permit fees

The linked schedule distinguishes residential and commercial reroofs. The minimum is not the whole permit fee or the price of a roofing project.

Residential reroofs

The published schedule sends residential reroofs to valuation Table B1 with a $50 minimum.

Commercial reroofs

Commercial reroofs use valuation Table B2 with a $100 minimum.

Confirm the actual calculation

The linked table includes wording that needs city confirmation before an exact calculation is automated. We do not use the minimum as a flat project fee.

Gardner Roofing Permit FAQs

Does a small repair always require a reroof permit?

The city expressly lists reroofing as permitted work. This guide does not establish a universal exemption threshold for every small repair. The actual work needs to be described to Building and Inspections.

Is a permit the same as approval of an insurance claim?

No. A permit concerns building requirements. Coverage, deductible and claim payment are decisions under the insurance policy.
